IDPH slammed for not spending $10 million in appropriated HIV funding

This is interesting – the AIDS Foundation of Chicago (AFC) is blasting the Governor’s office for not expending roughly $10M in funding for HIV prevention, an item properly approved and appropriated in the FY18 budget. I say interesting, because we are only halfway through FY18 which ends on 6/30/18, and these funds are spent by way of grant reimbursements. This type of reimbursement is spent throughout the year, not all in one lump sum, and having spent $15.7M over seven months, leaving $10M with roughly five months to go doesn’t seem unusual at all. The statement made by AFC’s CEO John Peller reads as if they’ve been waiting forever and a day for this remaining $10M. Did they submit for reimbursement months ago with no response? I believe the article would mention that. With Rauner set to release his budget proposal next week this story is very suspect. It has a lot of holes and I am not a fan of Swiss cheese.
